Corruption in public life! There is nothing new about the involvement of Union Railway Minister Pawan Kumar Bansal since booted out, in getting ill-gotten money for plum postings, transfers and promotions in theMinistry of Railways, zonal railways, railway production units, divisional railways, railway work shops, attached, subordinate offices and railway public sector undertakings. Bansal’smisfortune was that he has been caught red handed because he trusted his own close relatives to misuse his office and the matter surfaced publicly. Well, the corruption has been there ever since the railways were first commissioned in India in 1853. Before Independence, it used to be the Chief Commissioner (then CEO of Indian Railways) and since then theMinister of Railways. The modus operandi of successive Railway Ministers has differed in making money through wheeling, dealings, cuts, commissions, in transfers, postings and promotions to the position of power and pelf. So have been the cases in purchase of materials like steel, cement, bricks, mortars, ballasts, equipment&machinery,wagon allotment, over invoicing in freight, parcel, passenger amenities, ticketing reservations, import of equipment and technology and so on. In common public perceptions, Ministry of Railways is one of the most lucrative (Malaidar) economic Ministries in the Government of India. With possible exception of Lal Bahadur Shastri and K. Hanumanthaiya, almost all RailwayMinisters have been making money covertly with attendant subtlety and swiftness. Bansal relied on his close relatives making him directly complicit and criminally liable. In the case of Kedar Panday as well, trusted conduits for wheeling dealings were close relatives but his experience as Chief Minister made him smarter with covertly subtle mechanism. Lalu Prasad, I can saywith authority and conviction that all of them had retired and serving officials as their trusted agents for making money and not close relatives. The Ministry of Railways is considered an empire within itself, a government within government and wheel within wheels. It is floating on the corridors of Rail Bhawan that if a RailwayMinister continues in his office for at least sixmonths after presentation of the annual Rail Budget, he amasses enough money to take care of his posterity for seven generations. Such is the scale and dimensions of corruption in Indian Railways.According to expert economic observers of official wheeling dealings, the annual size of corruption in Railways at current (2013) prices is roughly about Rs.8, 000 crore as against Rs.2500 crore in July 1990, according to a quick survey done by an agency at the instance of the then Railway Minister George Fernandes. Similarly, all economic Ministries including the Defence and External Affairs have corruption built-in the system. Aswani Kumar since sacked as Law Minister has unnecessarily been made a sacrificial goat. Law Ministry’s functioning is all encompassing. In the scheme of theConstitution of India read with the rule of law based democratic system of governance, all decisions in the Government of India are taken subject to clearance by theLawMinistry and it conducts litigations on behalf of the Union of India in courts, tribunals and other fora. CBI as part of the Government cannot conduct litigation on its own. After all, CBI is the official investigating and prosecuting armof the Union of India for various economic crimes at national, international and States levels. Be it as it may, the CBI cannot escape the authority of the Law Ministry. It would be noteworthy here to mention that the apex court had not directed the Government not to vet, much less see the progress of CBI investigation report. It acted only after the matter had surfaced in the media! But whatever it be, corruption in the Central Government per se does not affect the people in general.What pinch them the most are massive corruptions in the States and the municipal bodies including police and subordinate judiciary. No one including media bothers about it. Even in respect of Centrally sponsored schemes, massive money pumped in is spent and projects implemented by States,which indulge in unfathomable malpractices of transfer, defalcation and leakages of Central funds with delayed and still pending make-believe utilization certificates of the funds resulting in shoddy implementation of public welfare programmes and intended benefits not reaching the targets. So the real culprits are the States. The corruption syndrome can be described as symptomatic of prevailing culture of collusion (nexus) of all types of vested interests that has evolved, over the years, to defraud the public exchequer at the Centre and more so at the States. There is a well entrenched nexus between political class, bureaucracy and businesses, between accountancy profession and corporate sector to evade taxes creating a makebelieve sound working of corporate governance, between medical profession and pharmaceuticals resulting in commercialization and high cost of health care, between Bar and Bench delaying justice and ever increasing cost of litigation to the disadvantages of the litigating public, teachers turning crass commercial killing learning and education, media persons killing developmental news, turning out and out commercial and blaring out only negative information. And film industry turning commercial, commoditizing women folks and increasing social crimes. Given the culture of collusion, one can surmise that all vocations in the country are tarred with malpractices. In the circumstances, only political representatives,with all their follies and foibles, come out with flying colours. For, they are responsive and accountable. Even if they are corrupt, and corrupt they are.The politicians do share the spoils of their offices with people around them and they are bearing the brunt of adverse propaganda by media, which cannot dare unearth scandals of other professions for fear of being embroiled in the process of their own extinction! In the circumstances, corruption cannot be eliminated, much less minimized unless the system of collusion and nexus is broken.
